Yes, its true you can get there without cheats and the solution is primitive. Take a car, SUV or 4x4, and drive it to the piers next to your first hideout where the yacht is docking. Then accelerate the car heading just next to the gate at the pier. Jump out of the car so it lands in the water. Then you can just simply jump on the car without drowning and jumping on the other side of pier behind the gate. I discovered this solution years ago and i am sorry for not posting it yet.
