| Those unfinished buildings in Doherty, near the garage, are pretty good. One of them has a roofed-off part. (For example in the mission with Toreno and Mendez where you protect the van from the roadblocks.) Unfortunately, it's maybe not quite open enough. It's difficult to shoot through the windows, and you can't really get a good shot at a helicopter.
But yeah, there definitely aren't as many good sniper nests, at least not easily seen ones.

Tennis court building in LS. It's maybe a little too far from the road, though, and that fence can be annoying.

the balcony of a house in Mulholland Hills. The small section of roof is usually enough to keep the helicopter from shooting you, and there is plenty of traffic on the road below. Just don't fall off.

There's a notch in one building in south LS which is accessible by jetpack or helicopter. It's not roofed off but it's narrow enough that you can survive for a while against the helicopter. The part facing the street could be wider.
