I tried to create a car for GTA2 using Photoshop, but, eventhough I exported the palette correctly, I can't load it into STYed. I get an error saying: Invalid palette file. And when I try to import the palette again, STYed crashes to the desktop. I doubt GTA2 editing is still active, but if it is, someone help please.

Try GTA2 STY tool instead.
